I have done my B.Tech around 7 yrs back and I want to do my phd part time as I am working. Is there any university (indian/abroad) offering this study.

Is there a university close to you that offers a PHD? Most universities understand that at that level many of the students have other activities going on and allow longer periods to complete all the course and thesis requirements. Contact graduate studies at your old Alma Mater and see what they can tell you.
