my nextdoor neighbours have conifer trees at the end of their back garden which are approx; 30 ft high and restricting a lot of light into my kitchen. I did mention it back last year but they have done nothing about them.. Am aware of the new conifer law but how do I go about this and who has to pay.

It was part of anti-social behaviour laws. You can ask your council to intervene, but the quickest way is to reach agreement with your neighbours. it might be they want some privacy from being seen over the hedge.
If you can offer to go halves on the cost of lopping the trees back by a half. But the more you chop them, then the more they will jsut grow back.
If you get into solicitors letters and small claims courts, then it will cost you money and cause bad feeling. SO friendly and constructive is the first tactic.

"high hedges will be part of the anti social behaviour act. I am not aware that the act is yet law. There are many ways to cause trouble over high hedges."
This quote I found under a trees and shrubs forum. try contacting your local council to find out what the current legislation is in your local area.

Man, Im glad I dont live in a neighbourhood. Maybe you could suggest that they pay half for a skylight to be installed in your kitchen so they can keep their trees. This might make you both happy.
