That has just enough facts behind it to seem creditable. Of course most hoaxes do. Sort of like the e-mail tax by the post office.

The explanation was interesting though. That law really was needed at the time to enforce the right to vote, crazy as it sounds. And of course, in any close election you STILL get those charges being made, Florida 2000 for example.

Thanks for bringing that up though, I enjoyed reading about it.

Now let me get back to the one about the computer virus that can make you sterile...

Well it has been my experience to learn that there are way too many ignorant folks out there, and some might believe that garbage.. but keep in mind, those are the same people who by the 'national enquirer" and thinking they are reading the news..

It reminds me of Jimmy Kimmel going around asking people to sign a petition to end women's suffrage. This was filmed as a joke for his show. There seemed to be plenty of men and women who were happy to sign it.
In this case no one is asking for cash to start a lobby, so I suspect it's intended as a joke. People who are ignorant and too lazy to find out what's going on believe it.
