No, it could not be a fuse. The power windows and the cabin heat are not connected in any way.

What do you mean when you say the heat stops working? Does the fan stop blowing or does the temperature get cold?? If both components are geting power at all then the fuses are good. More likely a short, relay or even too much power draw when activating the power windows but I' can't help you more without specifics.
