Go for Viral Video. Word spreads like crazy.

Anything else:
It gets harder when you need to target specific populations (like a town, country, or state) since you can't draw as heavily upon the Internet.

Key; Stick to your platform. Don't change things or your stance on a subject just to please people. While this may get you elected once, in smaller populations it sinks you forever in the future.

Locations: Find events in your constituents area that you can join. Make an appearance and be with the people. This is cheaper than trying to throw your own events and since its not centered on you the event does not feel like you are 'campaigning for their vote' (which drives some people away).

Infrastructure: Make sure you have people and support you can rely on. Make sure you website can handle the constituents that would be visiting and has information easily available. Make sure to keep yourself or others available to answer questions to the public. If they will support you that much, family and friends are wonderful for this to keep it low budget.

Slander: Defend yourself, take responsibility for your own history, and don't slander your opponent. While this has worked in the past people are becoming more and more wary of this tactic and have started viewing the mud-thrower as dirty by the act of throwing the mud.

You'll need to hold discussions with your fellow member, then have an in depth study as to what your policies are, then put it to the vote of you fellow members, then you'll need to start a door to door campaign asking local residents and informing them of your policies and get a feed back from your members, then have several meeting with your member to gauge the response from the local residents. then put it to the vote of your member's Oh ****, why bother ???

Recruit members, helpers, campaigners. These are your foot-soldiers (the PBO - Poor Bloody Infantry). They will raise your funds, stuff your letters, take your message to the people.
