Flirt back. She probably at least likes u as a friend. But at 13, huggin is a way of asserting friends as much as boyfriends, so she might just think of you as a friend.
Flirt back when she flirts with you, compliment her on her shirt, earrings, her hair, etc. Start to notice stuff if you really like her and she will respond to that.
If she isn't interested, just play it cool and be her friend. You are too young to take dating too seriously... and remember, if it isn't fun, it isn't worth it.

Is she going some place? This could be showing a number of things if she isn't leaving. I had a friend that did this right before the tried to kill them self.

Your answer should have been where are you going, then when?
If she liked you she would have said "Hello, want to come with me?"
