I live in a older building and we do not have internet connection except through the phone lines. We need to send it through the old power lines

If the electric company installs the equipment to load the hi-freq Internet bandwidths on the AC - yes.
It is an option for them, and they then offer you that option. Our electrical company went with parallel fiber optic ( I am guessing because most people are so dumb they would electrocute themselves somehow)
But check with your electrical provider and see if they are setting up the equipment in your area.

Note: phone lines are what carry DSL , so you can talk on the phone and surf the net at the same time.
