In my case I got the regs first, they are easy to carry around on vacation, and once you have a good set they should last you for many years. Also you can put in after market mouth pieces such as the sea cure for a more comfortable fit.
I had a rental regs faceplate/purge valve actually come off on a cenote dive and had to go to my octo, also have had regs in disrepair or improperly set that were hard to breathe at 90 + fsw. Besides you sometimes wonder who had the rental reg in there mouth before you and how well did the dive shop clean it.

A big problem with buying the BCD first is that you still seem to be a new diver???
If so have you decided where diving will take you yet? Will you go for tech diving, wreck diving, or even cave diving ? Will most of your dives be local or on vacation, from a boat or shore?
All these types of activies may lead you to different styles and compositions in BCDs i.e. tech divers prefer wing type often with 2 bladders, wreck and cave divers often carry 2 tanks for safety, if you travel alot you may find a BCD with a soft back lighter and easier to carry and stow, than the heavier but more rigid plastic and metal backed BCDs.
So you should probably try a few types of BCD's and talk to the people who do the type of diving you want to do as to what type of BCD they find most effective and versatile.

Also an item that should probably be high on your list should also be a dive computer, these help you extend your bottom time safely by calculating bottom time based on the amount of time spent each depth of the dive not just the deepest depth.

Before buying any big ticket equipment see if you can try the same model as you are looking at for a weekend or atleast see if you can use it in the local pool. and when you do make sure you wear everything that you will use on a normal dive.

I would buy the regulator for the same reason thet previous answerer picked the BCD. i find almost any BCD comfortable, but for me the mouthpiece fit is trickier. I tried several mouthpieces before finding one that fit, but all the BCDs fit well.

I'd recommend going to your favorite dive shop and trying both before making your decision. If it's easier to find a good-fitting BCD, buy a regulator - and vice versa

I would buy a regulator first. Being able to breathe underwater must be your priority! Also it is something that you put in your mouth. Would you really want to use one that someone else used?

The BC is probably a better bet...you can allways rent regulators, BC's are harder to fit properly if you rent...
