I would kind of like to wear black, opaque tights and heels with a dress, but how long should my dress be?

Formal usually means a nice dress so skip the pants option. Try a nice dress with sheer suntan hose. Sheer suntan hose is for formal occasions and looks really good with lighter skin tones and they will help keep you warm! Go to a department store and get a good quality hose as they will last longer and look nicer. Tell them you are going to a formal event. If you like how you legs look under the tan hose, wear a nice pair of heels; if you are not sure, ask a guy friend for his thoughts on your outfit. If you are still self conscience about your legs, wear the boots (but take nice shoes as well) as a last resort.

I bet you'd be beautiful in whatever you wear.
But, if you really feel uncomfortable about your legs, You should wear a nice pair of black jeans and a nice shirt. (not a tuck-in, not a T-shirt) Maybe you could try wearing a white cami with a maroon or navy blue jacket (not casual jacket) with the black jeans.
You could also wear a highly fasionable shirt with the black jeans. Just make sure it covers the stomach and the sholders. (This is a little formal remember)

wear a cute top with a jean skirt and the black legging things underneath. If you don't have leggings and your mom lived in the 80's ask her if she's got any old black spandex workout pants. Roll up the waist of the workout pants until the bottom of the leg hole is at mid-calf. It looks the same. Wear converse shoes or any other cute shoes with it!!! Hope it helps

How about a pair of gauchos with a pair of black knee high boots and a pretty blouse or sweater.

dress but knee length they have cute/semi-formal ones @ forever21 but , yea also some nice jewelery because you would rather be over dressed than underdressed but, forever21 can't do you wrong.

wear nice pants and a cute shirt. something kind of dressy...its too cold to wear a dress though i think.

well if i was you i would do a dress pants with a nice shirt (doesnt have to be a dress shirt ) or just do some nice jeans with a nice shirt good luck

a really cute sundress looks amazing and since its cold just wear leggings.they are so in now
