Iam not married or attached, but I have a mate who is. He appreciates almost anything special done for him (he's 24, one child, another on the way).
You could fix his favouite meal, have a card, and some little token, maybe a little stuffed animal holding a heart with a message.
Pound stores often have very nice though not utterly posh gifts.

Hmm... tricky, small budget, long time together, and staying in... I think this is one of those situations where you're either going to have to drop one of your requirements (probably staying in), or come up with something really personal that will mean something to the two of you, like something relating to an 'in joke' from your early dating time together. It's hard, but that's the point, if it was easy then it wouldn't mean as much, the effort is what makes it special...
Btw, since when did this question become a public therapy session for all the lonely people on valentine's!!! (Note that it's only men that are mourning publicly over being lonely, it's just a pathos thing, we think it makes us cute... God knows why...)

Buy a nice bottle of wine and a sloppy movie. After a long bath, sit and put face masks on each other, do foot spas etc - massaging foot lotion into each others feet. Then, sit back and watch the movie together. Drink the wine, feed each other chocolates etc.
Who needs nights out?

i've got in no way paid for something. i've got provided of course, yet he could in no way ever permit me pay. and somewhat could in no way anticipate us to separate the invoice. i've got reciprocated by getting tickets to activities or video clips and welcoming him, cooking him food, making him treats like candy and cookies, bringing a bottle of wine, and so on. I in basic terms flow Dutch with pals, or perhaps then we many times only take turns treating.
