try a lubricant like wd40 or alternatively olive oil or vegetable fat.
if the bolts still won't loosen use the tried and tested method- brute force.
you could take the screws clean off with:
1 a small hand saw
2 a hammer and chisel making sure you aim the blows away
from the toilet itself.
3 or just grab the toilet seat and rip it clean off, concentrating on
breaking one screw at a time.

In this tight of an area i would use a Dremel tool, with a cut off wheel and cut the bolt off from the underside

Soak a couple of sponges in vinegar. Take a long strip of fabric and use it to tie them to the underside of the screws where they are squashed against the posts so that the vinegar can erode the calcium enough to allow you to remove the nuts. Any acid can do this, including lemon juice. You can also use something like CLR if you prefer, but it is cheaper and easier to use vinegar.

Spray with WD 40, after putting paper towel underneath. Let it sit maybe 3 minutes. Get a good pliers or vice grip. **** those things off! If your wrists aren't strong enough, get a guy to do it . You can also break them with vice grip/pliers if plastic.

spray some type of cleaner on them let it soak for a minute. then use a screwdriver to hold the screw thing on top. then unscrew the bottom piece with your fingers. if theyre gross and crusty you might want to wear gloves. If you can unscrew it with your fingers. Hold the piece on the bottom as hard as you can to hold it still so that you can use the screwdriver to unscrew it. Remember righty tighty lefty loosey

drill from the top (your throwing it away anyhow ) with a bit a little smaller than the dia of bolts , then punch it down with a screw driver and hammer

You will have to cut through them with a Junior hacksaw. You can get one with a blade fitted for about £1.50. You will need new fittings which yooooou can get from most plumbing shops.
