Yes but it is the route to madness.
You need an aanalogue to digital converter. Mine cost 100 quid or so, out of PC world.
Then you need the software. I used "Sonic My DVD" ....which i honestly could NOT recommend.
What I would say is, this is really the preserve of the "anoraks". If you have endless time to devote to this as a hobby ( and enjoy fiddling endlessly with "settings" ) you might enjoy it. But for an ordinary bloke it's a nightmare.
Then there's a really boring process called "rendering" to go through, which leaves your computer chugging away for unfeasibly long periods of time.
I gave up eventually and just bought a combined VCR/DVD recorder. You press one button and then go and do something more interesting instead.

you need a little box, which is the interface between tape and digital, the video out leads go into it, and a lead goes into the pc.
creative do one, and theyre not very expensive
they should come with software, but windows movie maker should be able to capture from it.
You will relativly easily get vhs video, onto your pc, to watch, put on a dvd, etc, at acceptable home quality.
To do anything more, at a nearer broadcast, or industry quality standard, takes more expensive capture boxes, the size of a video recorder.

You need either a tv card with video in, a graphics card with video in (rare) or a DV capture card or a cable with a dv capture box on it.
you also need a program which will grab the input. Usually any DVR or PVR program will do it with varying results.
you also need patience as it happens in real time, a large disk and a comp with a good processor and memory. Preferably 3 gig processor and at least 1 gig ram.
don't expect good results as you are going analogue to digital with home comp programs and most cassettes are already a bit worn.

If it's an analog tape recorder, conect to "Video Line In" of your video card (select video source in the softwere you are using).
If it's a digital camera, (for best performance, you need IEEE-1394 digital capture card), use USB cable to conect with PC.
Then use one of the capture softwere programs (WindowsMovieMaker) .

I believe you will need a TV in from your video card - so you'll need a pretty hefty video card. Here's a link to a discussion I found interesting.

there are several programes you can use to do this my dad got one
its called pinicle studio but you need one meg of memory
but there are loads of progames out there go to maplins or what ever im sure they will have something in there
