I thought sea level was sea level, but strangely, the Pacific side of the canal is about 20cm higher than the Atlantic side. Have a look at the site below, their FAQ are very good.

Yes. The Pacific Ocean is about 13 feet higher than the Atlantic Ocean.

there are slight differences between "sea level" here and there around the world......but west coast of Panama has a13 foot TIDE while the Caribbean side has virtually none.

I don't think so, sea level is sea level. I am 200 feet above it at the normal level. Tides change it but only by a few feet. We have a six foot tide so therefore it changes six feet when it is high tide.
