Depends on your definition of "hurt". You can do tumble falls on concrete. They may not feel great, but I wouldn't say it hurts. Getting hit in full pads in football doesn't feel great either, but it isn't extreme pain. It is just jarring and unpleasant to the point you get the wind knocked out of you, and every part of your body feels the shock. That's why pro wrestlers learn to take falls that reduce impact, and they have moments that are basically breathers. They take a lot of impact damage.
