Hi there.
You can use a feature (if running Windows XP) called Disk Cleanup. To run it, click on Start, click on Run and enter the following text:
cleanmgr.exe
and OK. Choose the drive you want to clean (usually c:\)
It will scan for old compressed files, temp internet files, downloaded apps, temp files, cookies, and such and give you options to choose which parts you want cleaned and kept.
As for defragmentation, it's only to improve the computer's performance and not has to do with cleaning your hdd. Also formatting it isn't the solution to this particular question. You can also manually go to each folder on your C:\ drive and delete the files but that takes hours and hours (dunno if disk clean will clean your pics you downloaded to your Photos folder under your user saved documents). Disk Cleaner does it very efficently and faster too.

My approach is to use the "Search" pick from the start menu. I start by looking for files larger than 20MB and delete the ones I know that I don't need (avoid deleting program files!) Then, I'll look for files more than two years old and delete those that I'm sure I don't need. That, and other respondents' suggestions are good starting places.

If you go to the "My computer" icon in the start list, you should be able to browse through your hard drive, which contains all of your files and pictures. Whenever you see a file or a picture you dont want, right click and scroll down to "delete", then it is gone forever.
