i have a 96 integar ls 5spd. i never tested it stock but with just exhaust, intake, headers and stage 3 clutch i had it to 135mph before it started to dog. it took about another 6 miles before i acutally was able to burry the needle at the 150mph. so i i had to make an educated guess i would say 135 is where its "governed". I also know my ex gf had a 94 automatic and she couldnt get hers past 120. so i dont know for autos.

Cars don't come with governers from the factory. They are designed to be added afterwards to prevent the car from going over a pre-determined speed.

In American models I have yet to see a true speed governor. On Japanese model ecus I have seen it to be around 150Km/hr.
