I take it you don't have administrative privileges.
What you can do - is LOG ON as administrator - someone has to be administrator.
You can always boot to safe mode (F8 while booting) and there will be administrator option there.... but you shouldn't have to do it that way. Always do Disk Cleanup first - THEN defrag.

The user account you're currently logged in with obviously isn't an Admin user, you will have been prompted to create an admin user when first setting XP up so you need to log in as that user to do the defrag.

Yes, you have to have Administrative privelages to Defragment.
Log Off and log back on as an Administrator, then Defragment.
To log off, follow the same procedure for shutting down, except, instead of clicking shut down or restart, click log off.

Well, you can either log into the machine as Administrator and elevate YOUR account to Administrator level, or you can right-click the icon and choose RUN AS and log into that window as administrator.

Talk to whoever it may be that has administrative rights and have him/her defrag the harddrive for you.
