There a few things that could be causing this, the first that comes to mind is mites. Do a search on Tropical Rat Mites and you'll find a way to easily determine if your hamster has mites or not. Mites are a problem in many of the pet stores. Mites are parasites like fleas, but smaller. Mites can bite people.

Second could be allergies. What type of bedding are you using? Many animals have problems if kept on cedar shavings, sometimes pine.

Don't put any kind of cream on your hamster. Your hamster will lick it off and I won't trust any cream to be safe for ingestion. Please figure out what is causing the itching and correct it. If you stop the cause, you stop the symptom.

If the critter is scratching so much that its causing abraisions, I would take it to the vet or put it out of its misery. If its just scratching a little, it could have dry skin. Buy it some chinchilla dust bath. It will roll around it in and that should help

Add a little cod liver oil to the food. It is great for skin conditions, and rodents love it.
