Hmmm.....? Well let's see here.....Phil* and Phil is a guys name...so I would say the chance of Phil being a true Phil* is 95% and I say 95% because you know what they did with Lassie right ??
Lassie was actually a male....posing as a female.....the reason why they did that is because they prefered the sheen,color patterns and slope of the male dogs body.......so take it from there.

Can't tell you for sure but his name is phil and is always referred to by the masculine pronouns(eg..Will he see his shadow?) So I assume male.
