It only gets as complicated as you allow it to. I think it is more of a question of how you react to it than anything else. mellow out, don't fight it and accept it. That will make things much less complicated, unless of course you like it complicated.

Most definitely. Anything that involves service that you are supposed to get, but that that they are discouraged from giving you from insiders (such as governmental or social service, paying insurance claims, or money back on your purchases, etc.) get ready to go through a lot of complicated red tape. They do this on purpose so that you'll be likely to give up.
