-15 + (-1/9)r = (8/9)r + 7
(-1/9)r = (8/9)r + 7 + 15
(-1/9)r = (8/9)r + 22
(-1/9)r - (8/9)r = 22
(-9/9)r = 22
-1 r = 22
r = -22
---------

To check it, just take -22 and put it back into the original equation and check that both sides are equal:

-15 + (-1/9)r = (8/9)r + 7
-15 + (-1/9)(-22) = (8/9)(-22) + 7
-15 + (22/9) = (-176/9) + 7
(-135/9) + (22/9) = (-176/9) + (63/9)
-113/9 = -113/9

Both sides are equal, so the answer of -22 is correct.

Let's see:
-15+-(-)1/9r=8/9r+7 then
8/9r+1/9r= -15-7 then
9/9r= -22 then
1/r= -22 and in the end you obtain r as -1/22

-15 + (-1/9r) = (8/9r) + 7
-22 + (-1/9r)= (8/9r) after subtracting 7 from both sides
-22=(8/9r)-(-1/9r) subtracting (-1/9r) from both sides
-22= 9/9r subtracting a negative is the same as adding
-22r=1 multiply both sides by r....note that 9/9=1
r=-1/22 divide both sides by -22
