When I say that, I mean it in the best sense. I say I like you as a person, meaning I like who you are, and what you stand for. It just means you are a good human being, something so rare to find.

It means they would like to continue developing a friendship with you, but are not interested in romance. Which can hurt to hear, but remember that it's still a compliment, and if they are honest enough to say this, they're probably worth having a friendship with.

good question, it is a bit of a stupid thing to say. Like they wouldn't like you nearly so much if you were a tree. But I think, depending of course on the context in which the phrase is used, that it probably means I like your personality but I'm not interested in you sexually.
