In Internet Explorer, click on
Tools>Internet Options...>Privacy>Pop-up blocker(Settings..)

Then at the bottom under the Filter Level:
Select the High: Block all popups.

If you need to view certain webpages that shows up only with a pop-up, hold on the Ctrl key and click on the popup link.

You could try Google toolbar Yahoo toolbar (or any other kind with a popup blocker within it if you already havn't ) Or try service pack 2 .. Or maybe you downloading a spyware program unaware (which my friend has many times ! ) Try system restore .

if u have windows XP sp2 then install ie7. this new internet explorer will automatically block all pop ups.

if u do not have that then go to the following link
http://www.esnips.com/_t_/popup+blocker
and click on the third option(a win zip file)
