Dose the State of Hawaii violate Federal Coperight Laws by renting Commerical DVD to the Pubic for $1.00 in there 51 State Librarys?
with no Adminstration Rule to cover it!

The $1.00 charged by Public Libraries in Hawaii is not a rental fee, but an “enhanced service fee” which is provided for in Chapter 8-200.1 of the Hawaii Administrative Rules [Eff. 1/2/96; comp 1/7/99]. Before becoming a state law, one would have to think the copyright infringement laws would have been researched. & if there were any copyright infringements, the studios would have sued by now.

The First-sale doctrine sates that an individual who purchases a copy of a work has complete control over that copy, including the right to lend, rent, or re-sell the copy.

No. They're not copying the DVD's.

It doesn't violate copyright to lend (or rent) out a book either.
