Elected by the people or elected by Dubya?
If I was elected by the people I would say "Dubya, now we will deal with our problems. You may go".

Countries in the past were able to end wars quickly and effectively because they used brutal tactics. America, nor the new Iraqi government do that. When a few Iraqi troops were caught beating an insurgent on the street, everyone in the press went crazy over it.

It seems the only way to end the insurgency is to get brutal with them, and make examples. Plus, it's important to understand and address the ROOT CAUSE of this insurgency, which is the Iranian and Syrian government. Because Iraq is not strong enough to fight either of these countries, I would do all I could to get Iraq's new and most powerful ally, the U.S., to put pressure on Iran and Syria, and I mean serious pressure.

Divide Iraq into three places and negotiate the oil prices so each section could get an equal amount of oil profits. Also, invest in alternative energy sources so we won't be dependent on foreign oil. Have Israel hired professional killers to assasinate Ahmanidejad (making it look like an accident) to prevent potential attacks from Iran to Iraq or domination with the Shiite majority. Then, create a peace treaty with Iran with an agreement that will benefit both of us. Iran will probably elect an Islamic fundamentalist but we will assuage him with alluring business deals. This way Iran could become a new Saudi Arabia. If this plan fails, then we'll bomb Iran back to the Stone age.

I would encourage the Shia to move to Iran, the Kurds to move to Turkey, and leave Iraq to the Sunnis. The rest would sort itself out.

1.Declare Marshall law
2 Put a bullet in the head of Al-Sader
3 Have a U.S. air strike waiting to deliver a hellfire missile to the chanting mob that would no doubt gather to ***** about Al-Sader.
4 Build a fence along the Iran border so they would stop arming insurgents.
5 Install a puppet U.S. government and SLOWLY put in place a western type govt.

Operation Whoop-a$$. Give the illegal militias 2 months to disband, then after that, adopt a very tough crackdown on the remaining armed groups.

I would start kicking butt and taking names! No joke. You thought Saddam was ruthless or the Nazis and their SS. You ain't seen nothing. I am over here and I am pissed off, enough is enough. Every Iraqi citizen needs to grow a pair and root out these savages, they know who they are.

I'd sever my ties to religious fanatics, firstly. Then I'd work day and night to create an armed forces which could provide adequate protection against any domestic insurgency and defense along my borders. I'd also take that same practice and create a state police force which could provide adequate protection for average citizens.
