I think you could make them look really feminine by pairing them with a tulle skirt like this one from Target:

Or, you can play them down by wearing them with jeans and a flouncy, pretty top, or a tank top. It would give you that flirty 'tomboy with a secret girly side' look.

Niice, I have them too! Well, I usually wear mine with skinny dark wash jeans and a light-colored tunic top layered with a light sweater since the weather is still chilly here, but those flats would look nice with light, cotton dress with or without leggings. The only thing I'm a little troubled with is the ribbons. They don't go with a lot of my clothes and I'm having trouble tieing them up right. Hope this helps!
P.S. Those are NOT ballet shoes! They do not have the right support or soles, and I can't give too many kudos on quality from payless.
