Mc Gill makes lamp changing devices that grip the lamp( bulb) and are on tubes to reach and unscrew them. You can use more tubes to reach to the height required. They will either use a suction cup or a spring grip to grasp the lamp. They even make a tool to extract the broken base of a lamp from the socket. There are other brands available at hardware or home centers. Mcgill products are sold through electric suppliers or industrial suppliers like WW Grainger. Good luck

I've seen them changing bulbs at LA Airport using a long aluminum pole with a suction cup at the end- Same type bulbs The ceilings had to be about the height you are looking for. You need to Google for janitorial supplies or something of that nature .......

Not sure where you can get one but I have a friend who has some kind of pole that reaches up with claws on the end to hold the light bulb... He installed my new bulb on my security light outside, maybe check Home Depot..

Home Depot/Lowes has telescopic poles with different light bulb changing heads on them. I'm not sure they go 25-30 feet but you might check it out.

Why would I stand on this stupid ladder lying on the floor of the basement ?, the ceiling is only 7 feet high, if that ?. I suppose that's a yes then ?.

They have extention poles that extend to 15 ft plus a latter should do the trick

they have big tall poles that have a grabber on the end specifically for light bulbs
