try to "make" a new connection for "yourself" (if you want to have a home network)
go to Control Panel > Network and Internet Connection > Network Setup Wizard and follow the instructions
or: go to Start > Connect to > Wireless Network Connection
it will enable your wireless connection now you can see a new network icon appears on the left hand side of your taskbar which shows a computer with some wireless radiation
now right click on that and click on "View available wireless networks" and now you can see some networks (make sure that your device (router or built-in wireless) is on) here.but click on "setup a home or small office network" on the top left hand corner
then, follow the instructions to make a home network

Well, you have a little troubleshooting.... Without even turning on the laptop, the first thing he needs to do is to make sure that his router is working with his desktop. Make sure it's a wireless router.... or it won't work.
If his laptop is the only connection.... he's really better off plugging the laptop physically into the router to make an initial connection, go into the router and create a WEP (encryption password so no one else without the password can get in your network).
Also, I've know Norton to prevent the connection. I think you need to tell us what the connection is that he has.... does he have a desktop connected to a router? Has he enabled SHARING on all computers? Are you sure he has an internal or external wireless card on his computer?
If you're using a roadrunner modem, I believe you have to install software on the computer for it to talk to the router.

Assume you sre talking wireless connection. If the router isn't working then the low signal is from somebody else down the road, what does the network comm page say is the ID of the signal he gets is it his router? Where are the laptop and router situated? If you are talking 2ft stone walls or steel construction building then the signal attenuation will be high with rubbish connection results. If he gets the same results next to the router, try another laptop to determine whether it's the router or his laptop.

Assuming that the router works fine and the laptop is as well... also assuming that his connection is via his own contract rather than a neighbours...
Then could just be a position problem. It doesn't take much to disrupt a wi-fi signal.
Walls; radiators; electrical equipment, cordless phones and so on. Experiment with different places to use the laptop or re-site the router. He needs to find a 'hot spot'.

did he connect the router to the modem and and the laptop to the router you go thou install then remove the cables if he has done all that ,get him to try lifting the router to a higher spot and see if that helps also as its new connection see if turning off and on does anything .
oh he also to check that he has connected to his connection he might have picked up a low signal from a neighbour Start ,setting then internet connections click on wireless and see if its his connection hes connected too if not tell him to click on the one that is his.

What she said is really good advice.. Is he having wireless connection problems or with an Ethernet cable..
Wireless can be a nightmare.. Even for experts..
