Don't know where the relay is for the radiator fans.

Go into any 'Halfords ' store and buy the maint' manual, you Will need it again some time anyway! Or any car accessory shop.
I assume you know that the problem may not be the relay, its pretty rare for a relay to pack up esp' on a fan, have you tried shorting out across the radiator water temperature switch to see if your fan cuts in?
You'll still need the manual to find that.
Good luck.

Not specifically sure about the Rover but on most vehicles it's located right on the fan shroud or radiator support. A GOOD local auto parts store (NOT Aid Auto, Pep Boys, Autozone, etc...) might have an "Electical parts locator" manual that they can reference to tell you where it's located. Otherwise you can have the parts store show you what the replacement relay looks like so you know what you're looking for. Hope this was helpful!
