It depends on what type of computer you have but the first thing to pop into my head is to check the fan on your pc. Could be the hard drive. Need more details.

Try this first...
1. open up the case with the computer off... so you can see whats going on
2. turn on the system and see if it is a fan or a drive
2a. to check a fan touch it and see if noise stops... if so replace that fan
2b. if it is a drive it will make a click click click type noise, then get yourself a new drive soon and do a backup then replace the old drive before you loose all your info
3. With the system off again... get a can of compressed air and blow out all them dust bunnies etc... LOL
4. turn system back on and see if maybe the noise is gone

You really have to be more specific then that!
Does it make that noise only at start-up?
Can you tell where the noise is coming from? front? back? side?
what do you mean by 'crackling'? like a clicking sound? more like a ticking sound? as if something is stuck in it?
Is it continuous? or on and off?
From the information you provided.. it's too vague to answer with any kind of accuracy (except perhaps to amuse ones self)

Have you ever seen the gremlins.. Well it's not them..
It could be your hard disk drive.. Some good makes are:
Western Digital.. Raptor
Seagate.. 5 year gauruntee
Without knowing your computer specs.. It would be hard to say really..

uhhhh.... the FAN you should get a download a program called speedfan to reduce the noise or get another fan

There are several possible reasons: Crap in fan, crappy floppy drive, or it could just be your hard drive.
