It depends on the definition of god. A creative entity who was before the universe and triggered the whole stuff? Then, no. You don't know for sure if cosmic energy (btw you've got to define that too) or rather cosmic energies always existed. The rest has a lot in common with the ordinary notion of God, but what about the concept of good and evil? Cosmic energies are neutral, they aren't good or bad. They don't exactly care about us. New Agers have a lot of faith in that cosmic energy, maybe one will answer you. For the rest, I find the Hindu cosmology much more in accordance with our our scientific notions today. But that's just MHO. P.S. Here is a little something for you... Larry King: Do you believe in God? Stephen Hawking: Yes, if by God is meant the embodiment of the laws of the universe. Every particle in this universe emits some energy. The energy from extra-terrestrial bodies (which lie out side of earth's field) is known as cosmic energy. Solar energy (energy that comes from Sun) is also a form of cosmic energy.

It is the primary energy, essential, multiform completely impersonal and scattered. Universally diffuse it is found in all objects of the universe.

It has many names and among of them we find: aor (hebrews); arqueo (Paracelso); unified field (Albert Einstein); cause formativa (Aristotle); chi; cosmic energy; holly spirit (Christians); facultas formatrix (Galen); Astral light (Blavatisk), and so on...

It was identified long ago in the past of the humanity by the ancient civilizations and hidden traditions in it's esoteric way.

It is the most pure energy that exists once it does not have any information and is characterized by it's unmistakable standard of serenity.

When it passes through the objects of the universe, it looses the standard acquiring the information of the object. Look at the picture below.

The cosmic energy with it's own highly serene and organized standard passes through the object, in the picture a human body, acquiring all the information of that being. It is transformed and emitted with another standard.

As it is a very subtle energy must be absorbed every time you feel the lost of strength caused by the daily stress.

I don't think I've ever heard it in discussions about cosmology or the universe. I think maybe the most accurate answer is that it powers Galactus's little powerhouse the silver surfer.

Have you heard the term used outside fiction? There are cosmological constants and dark energy... I don't know about cosmic energy.

It's pseudo-sceince term often used by spiritual healers to describe the 'energy all around us' or 'energy from everything in the universe'.

According to their claims, you can 'tap into it' for healing power.
