Wear a cutee top (colorful babydoll?), and if its too cold where you are get a shrug. Then, depending on your weather, either wear a denim frayed mini skirt or dark-wash jeans with a cutee brown belt. Top it off with big sunglasses and black shoes with a slight heel. Good luck!

Dress code: celebrity style? Um...I don't really know what that's supposed to mean. I'm thinking that it means you want to look great like a celeb.
I don't know what part of the country you live in, so I can't automatically say a dress or skirt because it might be below 0 degrees.
Since it is not your birthday, don't wear anything too bright.
I'd suggest Urban Outfitters, Dillards, Macy's...etc.
Maybe wear some dressy flats, or kitten heels. Find a nice dress or a flowy skirt, and curl your hair a little bit.
