I think you answered it for yourself. Direction changes, but speed does not. Therefore, velocity, which is a vector (speed in a certain direction), does change.

If you think about the fact that in one rotation, you end up back where you started. You location is the sum of all the little bits of velocity times the time spent at each velocity. For every "second" you spend at the top, going east at 1 ft/sec, you spend another second at the bottom, going west at 1 ft/sec. Add these two valocities up and you get zero.

as u have said speed of the wheel is constant.But because the wheel is having circular motion,the direction of the vector changes at every instant.thefore the velocity changes
