Ratio means a fraction: x to y is x/y.

3x =5y
divide through by y

3x/y = 5

divide through by 3

x/y = 5/3 , or, as a ratio "5 to 3"

The ratio of x to y is just x/y. Let's manipulate the equation to get x/y alone in one side, and only numbers in the other side.

3x = 5y

Dividing by 3 in both sides:
x = 5y/3

Dividing by y in both sides:
x/y = 5/3
