Persons with mild mental retardation can learn basic academic and vocational skills. Those with moderate or severe mental retardation can learn basic social, communication, and self-help skills. Persons with profound mental retardation may be able to learn some basic self-help skills, but they require constant supervision and care.

There really isn't a difference--both are very cruel insults because they root from a handicap that is no fault of anyone else. If someone's acting stupid, you shoudl say "youre acting stupid" not "youre retarded" it angers me.
My sister is mentally retarded. I guess I'm biased.
