In otherwords, will it's bleaching effect wear off? And if so, after how long?

Do you mean Chlorine bleach??
Chlorine bleach in water will slowly turn to chlorine gas Cl2 and dissipate.

Ordinary household bleach (like Clorox, for example) is a basically solution of Sodium Hypochlorite (NaOCl).
Sodium Hypochlorite will decompose when heated to become Sodium Chlorate (NaClO3) and Sodium Chloride (NaCl).
So it can decompose.
However, for the modest concentrations present in bleach solutions and at moderate temperatures (like room temperature) the decomposition process is fairly slow and I wouldn't worry too much about its bleach power wearing off.....just don't boil it for an hour and then expect to do laundry.
