Groundhog day actually is an old tradition with other names to it. One of which is St. Brigid's Day in Ireland. It is also about six weeks before the spring equinox where day and night becomes equal before the days become longer than night.
As for the meanings,if the day is cloudy and the weather yucky, then there are about 6 more weeks of winter and planting should be prepared for early. If the day is beautiful and sunny, then there are 8 more weeks of winter and planting should be delayed. More simply if the groundhog sees his shadow, longer winter weather. If he doesn't see his shadow, it is a cloudy day and spring is coming soon.
This year in the east Phil did not see his shadow, so Spring is on its way soon.

As usual the verdict was mixed. If it sees its shadow we are going to have six more weeks of winter weather. We are going to have six more weeks of winter anyway. It just means wither or not the temperature is going to moderate early or not.
