I can't seem to find any studs even with a deep scanning stud finder.

Can you get into the attic above it? If you can, then you can find the studs that way. Other then that, you might see if it's actually concrete or if there are ceiling tiles, what they're attached to.

If using attic as storage a sheet of ply wood nail or screw to joist and divide weight all cross of the sheet.
