Folow this step by step:
1. Right-click on the picture file icon.
2. Point the cursor to 'open with', and wait till the pop-up appears.
3. Left-click on the option 'Choose Program'.
4. A box containing all programs appears.
5. Under the headings 'Recommended Programs' or 'Other Programs', you will find Windows 'Pictures and Fax viewer'.
6. Select that program by clicking on it.
7. Below you will find the option, 'Always use the selected program to open this kind of file'.
8. Check that option by clicking on the box placed at its left.
9. Click on Ok, and you are done.

Right Click your picture and then from the menu that pops up select 'Properties' then part way down the menu is 'Opens With'. Try 'Windows Fax & Picture viewer'. Make sure you check the 'Open with all the time box' when you select your program.

Usually in the process of installing photoshop, it usually asks you whether to be the default program to preview those common images files you would have on your computer. It's unfortunately VERY annoying, and I have just the right thing for you to do.
Open any folder, for example "My Documents". And do the following:
+ Go to Tools
+ Choose "Folder Options"
+ Click on the "File Types" tab
+ Wait for the list of file tabs to load
+ Click on any of the files listed, and click on the first letter of the file's extension you're trying to fix. For example "J" for "JPEG" or "JPG", "G" for "GIF", "P" for "PNG" and so on.
+ When you find the right image extension you're trying to fix, and they could be several, under there's a little box with "Details for "JEPG" extension. And right below it, you'd find "Open With: [name of software]"
+ Click on the button right next to it, which is called "Change"
+ Look up "Microsoft Picture and Fax Viewer" in the list of softwares that pops up.
+ Click "OK"
+ Click "Apply"
+ "Close"
+ and try opening those old files again, and see the result

open with is not always shown when you right click. It sometimes gets lost (thank MS....not)
Here is a patch that I used to get it back.

You'll have to scroll down til you find it. If i remember rightly it was on the right hand column. This site has lots of other useful goodies too. there is also a send to any folder patch which is quite good.
If open with is there (you can access from the folder tool bar at the top - tools/folder options/file types) and scroll down to find the type of file and what program you want it to open with.

right click on the file and there should be 'open with' on the menu, if you don't see the program on the list then 'browse' to find it.
