If I've lived here 5 years and the walls will definitely be painted upon my exiting the property, am I obligated to wash them all down before I leave?

If you want your deposit back the apartment needs to be as near to spotless as it can be, even though it will be repainted after you leave. Some apartment complexes even charge you if you have left a hanger in the closet! Also, if you have put nail holes in the wall to hang pictures up, etc., fix that area. Some places also charge for each nail hole left in the wall.

The last place we were at, even wanted the inside of the dishwasher cleaned, cuz there were rust spots where the thing that spins the water around rusted.

You are allowed normal wear and tear, which could allow for a lot after 5 years. I would however remove any pins or tacks, and clean off any areas that are sticky. We had a tenant who left tape stuck all over the walls in a bedroom that took many hours of cleaning to get off. Definitly not the way you want your landlord to remember you when your next one calls for a reference.

no and don't tolerate any deductions from your deposit.

Just degrease the stove and wash the windows. They will shampoo and paint.

no unless extremely dirty,only broom swept clean but if your decent you will do a thorough cleaning...
