cold air breathed in through the nose causes the vasal constriciton allowing your sinuses to drain.

because when you're outside on a cold day, the air in your nose is a lot warmer than the air around you

One its WINTER!Second maybe because of your eyes it waters up and goes toyour nose and makes it run.Duh.
