It depends what type of team basketball you are playing.

If you are playing in pick up games then it's basically shoot first and ask questions later. Don't expect a pass to be coming your way. Of course this doesn't mean don't look at your teammate with the ball you still watch him and try to get open. I had someone ask me once why I wasn't passing to them. I told him cause he wasn't looking at me when I wanted to get him the ball. In a pick up game you need to make your teammate with the ball think that you have a better chance at making the shot than he/she does. That in itself is a very hard thing for lots of people (like why would Kobe Bryant pass on an open three when Kwame Brown has a contested 10 footer). Lots of players would rather take the ball and shoot it on their own (even if it's a crazy Jordanesque layup or fade away jumpter) thinking they have a better chance at making it than someone who they don't know and haven't played with. You also want to space yourself away from other players while you make cuts.

If you are playing organized team basketball, which means you have a coach, practice, and run plays, then you have to make the most of your opportunities that present itself while you are on the court but you need to do it in the system. What you want to do is:

-As mentioned above get in good position to rebound. Rebounding position starts before the shot even goes up. Since we are talking about organized basketball you will probably have a better feeling as to when the person with the ball is going to shoot. So before the shot goes up start boxing out with your whole body. Personally, for me, I tend to favor the side away from the shooter because I can see what he/she is doing and I can see the approach of the ball to the basket from beginning to end. After you grab the rebound put the shot back up and it should be an easy 2 unless you are fouled.
-Tipping the ball to yourself if there's a big crowd going for the rebound is also a great trick. Dennis Rodman was the master at tipping the ball to himself check out the Youtube video after you get pass the Celebrity Death Match stuff

-Space yourself away from other teammates while you make cuts. If I'm Dwayne Wade and I see Shaq posting up but Antoine Walker is right next to him you can believe both of them aren't getting the ball because not only are they standing next to each other but their defenders are there too.
-Keep your hands ready and your eyes locked on the ball carrier cause you never know when the pass will come. At times players make the worse basketball decision of jumping in the air then trying to decide whether to shoot or pass. This act usually leads to turnovers but could lead to a basket for you if you are open and and are paying attention.
-If you make a screen then make sure you roll don't just stand there. Karl Malone didn't make over 20,000 points by standing at the three point line after he set a screen.
-And make sure you pass the ball too. Players that jack up bad shots as soon as they get the ball won't be getting the ball too often.

Apparently nobody on the team passes you the ball. If it was just one person you should have no problem getting the ball. If nobody ever passes you the ball, tough luck, get better at basketball, then prove that you can make baskets.

Get under the basket and get the offensive rebounds because your guys must be taking bad shots if they don't pass it to you so you should just try to get the rebounds and just put them back in.

If it is a high school team and your coach doesnt notice this then voice your opinion. Get in your teammates face and tell them they better get you the ball when you are open. If you are on a pickup team, find new teammates, find teammates who know how to play team basktball.

Rebounding is key. If you show them you can make points that way you may win their respect and they will pass you the ball more often.

rebound. only an average of 68% of shots go in, so if you can get the rebounds of the 32% that don't go in, you can put those in the bucket.
