If such, can it consider as an European power?

Belgium did posses the Congo after the dead of Leopold II (in 1908, before it was a private colony of Leopold II).
Later they got the protectorate of Rwanda-Burundi.
Was Belgium an European power ? Military not but before WW1 it was the fifth economical power of the world because of its modern industry and central position of the country. Not because of its colony but because of its exports.
The industry was for a large part destroyed/plundered in WW1 by the Germans.

yes we had colonies before and after the WW 2 this where Kongo, Rwanda and Boeroendi until the late 1950's.
In fact a large amount of the uranium that is used in the atomic bombs on japan came from Belgium Kongo.
An European power ? Sure why not, we where and are always at the leading positions about the European politics

The Congo was a colony of Belgium until....I think 1908...but yes, the Congo was a Belgium Colony

Superpower as in today? No.

I know for a fact that they didn't have any other territories beside their mainland since the 1800s and I would not consider it a European power like Germany,UK,Russia,Spain,and Portugal.
