The Berlin Wall separated East Germany from West Berlin. Before the wall was built many East Germans escaped from Communism, going to West Berlin, and then they could also get into West Germany. Before the Berlin Wall fell in 1989 East Berliners could not freely travel abroad. At that time West Berlin was surrounded by East Germany.
I do not know exactly what could cause confusion on this point. I know for a fact that West Berlin was kept open by NATO, but sometimes westerners were hassled at "Checkpoint Charlie." The allies always made a point of showing that West Berlin was an open city, although East Berlin was not.
Some confusion might be caused by the fact that Communist undemocratic East Germany, was called The Democratic Republic of Germany, and democratic West Germany was called The Federal Republic of Germany.

It surrounded West Berlin, separating it from East Berlin and the rest of East Germany. It was erected by the Soviets in 1961 to keep East Germans from getting to West Berlin and then fleeing to the West. Obviously those East Germans were not enamored with the socialistic paradise that the Soviets erected in East Germany.
