Yes, Belgium did possess colonies in the Congo, Rwanda and Urundi in Africa. Yes, it was considered as a European power.

yes we had colonies before and after the WW 2 thy where Kongo, Rwanda and Boeroendi until the late 1950's.
In fact a large amount of the uranium that is used in the atomic bombs on japan came from Belgium Kongo.

Sure why not, we where and are always at the leading positions in the European politics
