The Manhunters’ organization was begun by renegade Guardians, IIRC, and they are supposedly still around as shadowy figures in the background. The Controllers are relatives of the Guardians, who split off from them long ago, and who eventually go on to surpass them, I believe. In the 30th century, home of the Legion of Super Heroes (at least, pre-Crisis) the Controllers gave the legion a Miracle Machine, capable of converting thought into reality, and they considered it a toy! The Time-Trapper, one of the most powerful villains the Legion ever fought, was a Controller.
The New Gods (New Genesis and Apokolips) seem to be independent of the Guardians, and it is not known which is older or more powerful. We have some indications. In the LSH Great Darkness saga, a cloned Oan (Guardian) and Kryptonian were slaves of Darkseid. This suggests that the new Gods are more powerful or become more powerful by the 30th century.
However, none of them seem to be a match for truly supernatural, mystic powered characters. The Spectre is the prime example of this type of character, for DC. He was as powerful as God, with Whom Spectre would sometimes discuss his problems (…disembodied word balloons were tastefully employed.) Don’t blame me, Spectre was thought up by the same Siegel and Schuster that created Superman.

No they have been beaten down by a couple of characters, the story goes that they have immense power but have forgotten how to use it.
