You can roll very thin cookies into cone shapes while they're still hot, and then fill them with something like a custard. You can also handmake sushi rolls in cone shapes.

Ice Cream Cones
Ingredients:
12 cones
12-13 scoops of ice cream (one for each cone)
Directions: Place the 12 cones on the table, wide hollow side up. Gently place one scoop of ice cream on each cone. Do not knock over. Serve while cold.
Oh yeah, don't be afraid to add that extra scoop to your favorite person's cone. It's okay if it makes the other people feel bad. It's your party. You did say that this has to be impressive....so go ahead and add some chocolate chips or Captain Crunch (whichever is handy).
