Following the official policy of your company, do something like this.

Document the office temperature for several days. Note what you wore. Describe the consequences of the cold -- numbness in the extremities, pain, decreased work output, etc.

Put this information in a formal, well-written letter to your supervisor, human resources director and company general manager. Make a request for the thermostat to be regulated differently.

If this is ignored, write a second time to explain that this is an "INTOLERABLE WORKING CONDITION" which may cause you to be unable to continue working.

State laws vary, but, depending on your individual situation, this should motivate the powers-that-be to resolve the issue.

Some ideas:
Put some socks over your hands and make hand puppets that complain about the cold,
Run around the office without clothes asking people who wants to share their body heat with you to prevent you from dying of hypothermia,
Get some icicles from the freezer and put them in your nostrils, go to the boss' office looking like that.

I had the same problem. I wore the biggest, heaviest coat I could find all day at work for about a week. They finally got the message.

Them: "Why are you wearing your coat?"
Me: "Because I'm freezing."

wear some gloves and a hat and sweater?

I like to bring my "heaty" which is a cloth sack filled with cracked corn which retains heat-just pop it in the microwave for a few seconds and there you go! you can also fill one with rice

Start throwing pencils like darts at the manager, say you want your heat or you will be a better aim next time. =)

wear layers and layers of clothes so your boss can see and ask u why then u tell him it is so cold maybe he will have the sense to turn it up

bring your own small heater set it under your desk, and there ya go!
I used to have to do this, made me so mad my boss was a jerk!
