When you send a note to a higher up and then you hear other employees discussing similar contents amonst each other, you know there is a problem. Even if a computer tech or someone that
has access to your emails and such, they can misinterpret what
they have seen or read to others.I would think that at the very least
its unethical and a break of confidentiality laws.

It's a gray area. First, anything sent or stored on a company system is property of the company. That includes everything from company data to your personal photos on your work PC. That also includes email communication. Company policies vary greatly regarding email, and in most cases, don't exist formally. IT admins may take it upon themselves to read people email, but they run the risk of losing trust among users. If I came to you and said I saw someone's email to the boss, wouldn't you wonder if I was reading your email too?
As an admin myself, I would NEVER defeat security permissions I set up to protect upper management or go into an email account unless specifically directed to do so by management. And even then, I wouldn't access the info, but leave it to whomever requested it to review. There are laws that do apply here, but not to protect you, the user. They protect the company. If you can prove (that's the hard part) to mangement that the IT guy was going where he shouldn't, the company would not only have grounds for dismissal, but in some instances grounds for criminal charges.
Bottom line, the only protection you could have would be if you sent the email from a personal email acct from outside the company. Then legally it's a private communication. And even then, if the company has had the poor sense to allow the IT guy to be their email monitor, there's probably not a lot to stand on. A direct conversation with management with a closed door is probably the best bet. It wouldn't hurt to mention what happened since it should alarm mgmt that the IT guy is reading their email too!

It's not breaching confidentiality if it's within the same company, it's just a breach of company policy. If you think someone is going into emails without the sanction of the company, report them to HR.
