ONLY if he is absolutely sure. And really this is the best time, he can get the longest enjoyment out of his tattoo, for nearly a lifetime! Good thinking!

No. Tattoos are not a necessity. Just teach him a new skill he'll make good use in the future.

i mean they only cost like 25 cents in the store
i got my 6 year old brother a chuck e. cheese tatoo and 10 minutes after i put it on him, he decided to take it off
so yeah you should get him one

Hells Yeah! My son has a tattoo of a hot wheel track on his back. I wouldn't let him tattoo his girlfirends name though, thats just wrong.
